The Public Works Deputy Director assists in the management and operations of the Public Works Department which encompasses four divisions: Capital Improvement Program (CIP), Stormwater and Infrastructure Management, Maintenance Operations, and Administration. They will also oversee the coordination of the regional transportation planning and traffic safety/multimodal transportation programs. The ideal candidate will bring a balance of technical experience in public sector transportation engineering, regional transportation planning, and traffic safety work, as well as being expertly versed in handling employee relations issues. Additional essential skills for success in this roll include team leadership, a working knowledge of public sector finance and budget best practices, and professional oral and written communication. The successful candidate will be able to maintain a global perspective on customer service when coordinating with residents, stakeholders, county representatives, and outside agencies. This role provides highly responsible and complex professional support to the Public Works Director.
- Assist the Director in providing management and oversight of all Public Works staff and projects. Prepare and present staff reports and other necessary correspondence.
- Provide technical guidance and oversight on all Public Works projects and programs including regional transportation planning, engineering design, street maintenance, gravel roads, stormwater management, public right-of-way, traffic engineering and maintenance, construction inspection, and special projects.
- Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommend (in accordance with departmental policy) appropriate service and staffing levels; recommend and administer policies and procedures.
- Manage, direct, and coordinate the work of supervisory, professional, and technical personnel.
- Responsible for the selection, supervision, training, and evaluation of staff.
- Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement and review within the department.
- Plan, direct, coordinate, and review work plans for each service area division. Regularly coordinate with staff to identify and resolve problems; assign work activities, projects, and programs; monitor workflow, review and evaluate work products, methods, and procedures.
- Participate in the development and administration of the department budget including capital improvements funding; direct the forecast of additional funds needed for staffing, equipment, materials, and supplies; direct the monitoring and approval of expenditures; direct and implement adjustments as necessary.
- Serve as liaison for the department with other County departments, professional organizations, and outside agencies.
- Complete a variety of organizational studies, investigations, and operational analyses; recommend modifications to department programs, policies, and procedures as appropriate. Maintain up-to-date information for organizational efficiencies, incorporating the latest technologies where feasible.
- Review and approve plans and specifications, designs, environmental documents, reports, and studies.
- Perform other related duties and responsibilities as required.
